It is issued at the owner's request. It is usually the first step before an investment project, together with a topographic survey of the plot.

What a design visa is

A design visa is the official brief for the designers. It shows what the detailed development plan (PUP) allows on your plot: where the building can go, how far from the boundaries, and what height and building density are permitted. It is issued by the municipality's chief architect. In some municipalities the visa takes the form of a copy of the plan in force with the parameters marked on it.

When you need it

before designing a new building;

for extensions and extra storeys;

for certain types of fence, garage and other works, where the municipality requires it.

Which documents are filed

an application on the municipality's form;

proof of ownership;

an up-to-date sketch of the plot from the Geodesy, Cartography and Cadastre Office;

in some cases a topographic survey or a site layout.

The exact list is on the municipality's form. In Varna the application is filed with the municipal administration or the district administration.

Where the surveyor comes in

Before or right after the visa, a topographic survey of the plot is made: the exact boundaries, the relief, the trees and the neighbouring buildings. The architect positions the building on it according to the visa. The surveyor then prepares the surveying part of the investment project: setting-out plan, grading plan and earthwork cartogram.

After the visa

an investment project by the architect, structural engineer and other designers;

coordination and approval of the project;

a construction permit;

opening of the construction site and setting out of the building line (see construction surveying).

Frequently asked questions

What is a "sketch visa"?

That is what the visa is often called when it is drawn up on a copy of the plan. It is essentially the same document.

Can I request a visa without a detailed development plan?

The visa is issued under the plan in force.
