What a detailed development plan is

A detailed development plan sets what can be built on a plot and how: the boundaries of the regulated plot (UPI), the building lines, the height and the density. Without a plan in force it is often impossible to obtain a design visa and a construction permit.

The types of plan we work with:

  • PUP-PRZ: regulation and building plan;
  • PUP-PZ: building plan;
  • PUP-PP: route plan for linear works such as roads, water mains and cables.

We prepare the whole detailed development plan, not only the surveying part. For an additional fee, we also handle the paperwork through the approval procedure.

When you need it

  • The plot is agricultural land and you want to build on it.
  • You want to change the building rules or the boundaries of the regulated plot.
  • You are splitting or merging regulated plots.
  • You are routing a road, water main or cable through other people's land (route plan).

We explain the difference between a land plot and a regulated plot in the article Regulated plot and land plot.

Documents required

Preparing a detailed development plan requires:

  • an up-to-date sketch;
  • proof of ownership;
  • an extract from the regulation plan.

The municipality may also ask for a brief, a topographic survey and statements from the utility companies.

Stages of the procedure at the municipality

  1. Permission to prepare the plan. The owner applies to the mayor of the municipality, enclosing a brief.
  2. Preparing the plan. The plan is prepared on an up-to-date survey base and the cadastral map.
  3. Coordination. With the utility companies (electricity, water, sewerage) and other institutions where needed.
  4. Publication. Interested parties are notified and can file objections.
  5. Approval. The municipality approves the plan; once in force, it is the basis for the design visa and construction.

Each stage has its own timeframes at the municipality. That is why a detailed development plan is the service where good preparation at the start helps most.

How the work proceeds

  1. Research

    We check the plans in force for the plot and what they allow.

  2. Application to the municipality

    We prepare the application and brief for permission to prepare the plan.

  3. Preparing the plan

    We prepare the plan on an up-to-date survey base.

  4. Coordination and approval

    The plan is coordinated, published and approved by the municipality.

Timeframe

The timeframe depends on the size and complexity of the task and on your specific requirements. We will give you a timeframe together with our quote. The time the relevant institution needs to review the documents comes on top of that.

Frequently asked questions

An up-to-date sketch, proof of ownership and an extract from the regulation plan.

The procedure has several stages at the municipality: permission, coordination, publication and approval. That is why it takes longer than other surveying services. You will receive an indicative timeframe with our quote.

A route plan: it sets the route and easements of linear works such as roads, water mains, sewers and cables.

Usually yes. The plan is prepared on an up-to-date survey base. We can produce it as a topographic survey.
