A land plot is the unit on the cadastral map, with an identifier from the Geodesy, Cartography and Cadastre Agency. A regulated plot (UPI) is the unit in the municipality's detailed development plan, with a Roman numeral and a block number. The first describes what is there, the second what can be built. When the two do not match, either the plan or the cadastral map is amended.
Land plot (PI)
A land plot is a piece of the earth's surface with boundaries shown on the cadastral map. Every land plot has an identifier, for example 10135.xxxx.yyy for a plot in Varna. The cadastral map describes the actual situation: boundaries, area, buildings and use. It is maintained by the Geodesy, Cartography and Cadastre Agency.
Regulated plot (UPI)
A regulated plot is a property whose boundaries, street regulation and building rules have been set by a detailed development plan. It is written with a Roman numeral, the plot number and the block, for example "UPI III-123, block 45". The plan is prepared and approved by the municipality.
Why one property has two numbers
The two systems have different purposes. The cadastre says what exists and who owns it. The regulation says what can be built and how. That is why a notarial deed or sketch often shows both a cadastral identifier and a UPI number.
When they differ
- when the plan is older than the cadastral map and was based on old data;
- when the plot has been split or merged but the plan has not been amended;
- when the street regulation takes part of the plot;
- when there are errors in the cadastral map.
What to do
First, establish which of the two is correct according to the ownership documents. If the error is in the cadastre, it is corrected with a cadastral map amendment project. If the plan does not meet your needs, for example you want to build differently or split the plot, the answer is an amendment to the detailed development plan. The two procedures often go together.
Frequently asked questions
Can I build on a land plot without a UPI?
In an urban area a detailed development plan that regulates the plot is usually required. On agricultural land, the land use is changed and a plan is prepared before construction.
Who issues a sketch for a regulated plot?
The municipality issues a copy of the plan. The sketch of a land plot is issued by the Geodesy, Cartography and Cadastre Office.
How long does a plan amendment take?
The procedure has several stages at the municipality and takes longer than a cadastral map amendment. You will receive an indicative timeframe after we have researched the property.
